I advise you not to read it on an airplane because your laughter will have the crew calling the police at your arrival point to pick you up for disturbing the peace. On one level the book is the funniest critique of the development business ever written. It reminds us of Lord Bauer's famous dictum that the purpose of foreign aid is to take the taxes of the poor people in rich countries to give to the rich in poor countries. Of course, international bureacrats such as L.B. Bogarde take their cut in their inflated, untaxed salaries, flying first class all the way. LB never took this seriously and enjoyed himself with a cynical detachment as he cruises the world visiting the bars and brothels along the way. His stories are legend.
