With the recession I don't have a lot of money. Or clothes.
I have just recently ended a huge growth spurt(from 5'3" to 5'6"). My jeans are now high waters, my tops reveal my belly button and my skirts are just too snug. So I read this artical in Teen Vogue about going to consignment stores.
I've started and I learned that you can find a lot if your really look. Try salvation army, goodwill, and other local second-hand stores.
I have also learned about... The Rack. don't bother with the designer clothes... those are still unreasonably priced, even at a discount. Go for the "Juniors" and pour through the racks.
You can also try outlet stores. Not outlet malls, just the stores. The malls are just poorly made, crappy, clothing that nobody wants. Outlet stores, are often clothes that the store could not sell. So they get carted off to outlet stores. One of my favorite outlet stores in Portland is Nike. you can find a tank top for $30 and when it marked down, it can get a low as $10. Now the shoes.... mainly forces.... They're not as expensive as the original price.... of $85. They get to about $40 or $50. A good price for a pair of shoes.

Yep, I read that article too. Definitely some great tips.
I check out my local TJ Maxx and Marshall's stores all the time. I just got myself a Roxy gym back for $12.99! If you know where to look, the savings are there.

I agree whole heartedly about the whole dont buy it just cause its on sale thing. People do that and its such a waste of money! My thing is: go to the store with something you need in mind, and if it turns out to be on sale...so be it! but if its not, then your still gonna buy it cause you need it.
