I officially love the trend of wearing a tunic & wearing leggings underneath...I have some nifty leggings that I wear under my tunics and dresses. Yet I've seen where some girls wear a regular shirt, maybe with a long cardigan and leggings & it looks totally wrong.
Also wearing a top that doesn't even begin to cover their butt & wearing leggings. As long as it's covering your butt, that good. Too many flashbacks of the early 90's when I had leggings of every color as a kid! It just looks like your not completely dressed, missing a skirt or something?
