Nestle a tall glass in the middle of the larger vase, so the jelly beans surround it. Carefully fill the glass with enough water for flowers--without getting the jelly beans wet--then fill the glass with flowers so that all you see are jelly beans within the vase and flowers sticking out of it. Viola!
