Simply put the mat on one layer and then add the photo above and use the group or clipping mask in your program. Play with the blending modes to bring the texture and pattern from the mat. You can play with blending modes (I like to colour burn and then lower the colour saturation on my photo, Black and white will take on a sepia hue).
