The other dress is flirty but this dress reeks of Italian springtime romps -- after Federico chases you around the fountain in the middle of the piazza!

It's a cleaner cut and more sophisticated--not boring--just classic. I think it would also compliment your face and hair from what I can see in your picture.
The other one looks fit for an older lady. This one is more feminine and by your picture, my opinion would be the cap-sleeve. It looks more like you.

I like this one the best, its more dressy but you can dress it down if you want. The cut is also more flattering!
